Welcome to the Highway 401 Planning Study from Cobourg to Colborne. The Ministry of Transportation, Ontario (MTO) has retained Stantec Consulting Ltd. (Stantec) to complete a Planning, Preliminary Design, and Class Environmental Assessment (Class EA) Study on Highway 401 for the replacement and rehabilitation of structures, interchange modifications, future widening of the highway, and commuter parking lot expansions, from 2 km east of Nagle Road to Percy Street (approximately 18 km).
Nagle Road Interchange Study
Welcome to the Highway 401 Nagle Road Interchange Planning, Preliminary Design, and Class Environmental Assessment (Class EA) Study on Highway 401 for a new interchange near Nagle Road in the Town of Cobourg and the Township of Hamilton (GWP 4059-17-00). The interchange study is the Town of Cobourg’s initiative and is being completed concurrently with the MTO’s Highway 401 Planning Study from Cobourg to Colborne (GWP 4060-11-00).

2025-01-20 Based on the findings of this Class EA Study, the Recommended Plan includes the following:
- Replacement of the existing Nagle Road bridge with a new, four-lane bridge including a sidewalk on the west side and a dedicated cycling lane on each side of the new bridge
- Construction of a new Parclo A2/Diamond interchange at Highway 401 and Nagle Road
- Widening of Nagle Road from two lanes to four lanes from approximately 400 m north and south of Highway 401
The Recommended Plan may be constructed in several phases to accommodate bridge rehabilitation/replacement needs and development growth. As part of the first phase, the new bridge may be constructed with only two vehicular lanes, with provision for widening the bridge in the future. The timing of each phase will be dependent on the bridge condition and the actual timing of development within the Cobourg East Development Plan area.
A summary of the study process, including the identification and evaluation of alternatives, the Recommended Plan, anticipated environmental impacts, proposed mitigation measures, and consultation activities carried out as part of this study, has been documented within a Transportation Environmental Study Report (TESR). The TESR is available for public comment between January 20, 2025, and February 19, 2025.

Interested persons may provide written comments to the study team ([email protected]) by February 19, 2025.
In addition, a Section 16 Order request may be made to the Minister of the Environment, Conservation and Parks for an order requiring a higher level of study (i.e., requiring comprehensive EA approval before being able to proceed), or that conditions be imposed (e.g., requiring further studies), only on the grounds that the requested order may prevent, mitigate, or remedy adverse impacts on constitutionally protected Indigenous and treaty rights. Requests on other grounds will not be considered. Requests should include the requester’s contact information, full name, as well as the project and proponents’ names. 2023-01-04 A Notice of Public Information Centre (PIC) 2, for the Highway 401 Nagle Road Interchange Study (PDF) has been posted in the local newspaper and distributed to stakeholders. PIC 2 will be held in-person in a drop-in format on Wednesday, January 18, 2023 from 4:00 PM to 7:00 PM at the Cobourg Community Centre located at 750 D’Arcy Street, Cobourg, Ontario. The purpose of PIC 2 will be to present and gather feedback on the evaluation of alternatives, the preliminary preferred plan, and the preliminary assessment of the anticipated environmental impacts and mitigation measures. You are encouraged to participate in this study and to provide your comments to members of the study team either in-person at the PIC 2 event, or via email at [email protected]. It would be appreciated if all comments could be received by February 17, 2023.2022-07-29 The project team is currently developing and evaluating alternative design concepts to identify a Preliminary Preferred Plan. Public Information Centre (PIC) 2 is anticipated to be held in December 2022, at which time the preliminary evaluation of alternatives, Preliminary Preferred Plan, potential impacts and proposed mitigation measures will be shared for public review and feedback. Additional information regarding this second and final PIC will be provided on this website as it becomes available.
In addition, the Transportation Environmental Study Report (TESR), a comprehensive report which documents the entire Class EA and Preliminary Design study and associated decision-making process, will be issued for a 30-day public review period once the study has been completed (approximately early 2023).
